Plumbing Regulations In Australia

In Australia, the plumbing regulations are governed by the PCA or the Plumbing Code of Australia which is a part of the National Construction Code that is developed and maintained by the Australian Building Codes Board on behalf of the Australian federal, state and territory governments.

What is the PCA Goal?

In fact the PCA also sets the parameters for the use of products and materials in plumbing installations. At the same time, it also defines what the process is for either authorization or certification of products and materials so that they can be used in plumbing & drainage installations.

What does the PCA Cover?

Well, the PCA comprises technical provisions for the design, installation, construction, replacement, maintenance and repair of –

  • Water Services
  • Storm Water Drainage Systems
  • Sanitary Plumbing and Drainage Systems
  • On site Waste Water Management Systems
  • Products and Materials Certification and Authorization
  • On Site Liquid Trade Waste Management Systems
  • Heating, Ventilation and Air Conditioning Systems

Plumbing regulations in Australia do not extend further than necessary. These laws are quite cost effective and can be easily understood. Applying the PCA guidelines is not difficult at all. The PCA regulations also make sure that plumbing and drainage installation fits in perfectly for the intended purpose so that there is no negative impact on the environment and at the same time it can function without much maintenance.

Water Mark

The PCA requires certain plumbing and drainage materials and products to be certified and authorized so that they can be used in plumbing and drainage installations. Normally, these materials and products are certified and authorized by way of the Water Mark Certification Scheme or WaterMark and the material or product gets listed in the WaterMark Product Database.

The certification or authorization is not given just like that. The products and materials must be:

  • Tested by a recognized testing laboratory
  • Complying with the prescribed standards
  • Manufactured as per the approved Quality Assurance Program norms
  • With a warranty

Products and materials that comply with the requirements of the WMCS are certified by a WaterMark Conformity Assessment Body and then listed on the WaterMark Database. Once the product or material gets certified, it becomes authorized for use in plumbing and drainage installations.

The purpose of WaterMark is to provide for a certification scheme nationwide that can ensure the quality of products and materials used in the plumbing and drainage installations.
